Phase One: (January 2000 - July 2000)

• Instituted the Planning Unit
• Educated the Planning Unit on issues
• Identified and negotiated priorities of resources and needs
• Created an action plan for addressing water quantity, quality, instream flows, and wildlife habitat

Phase Two: (July 2000 - January 2003)

• Conduct field projects, research, and data collection on the action plan priorities set forth in Phase One
• Produce comprehensive Basic Technical Assessments 
• Monitor closely the ever-changing resources and needs

Phase Three: (July 2002 - September 2004)

• Develop a comprehensive watershed plan for Douglas County, to be approved by the County Commissioners
• Make recommendations for water resource management action
• Establish long-term monitoring effort and information collection strategy
